The Distribution List All Users is a dynamic distribution list based on users with @royalelect.com email boxes so Contacts cannot be added since they don't have mailboxes.


  1. Create a new Contact
  2. Go into Exchange Admin Center
  3. Go into Mail Flow
  4. Create a new rule
  5. Give the rule a name
  6. In the Do the following select Bcc the message to
  7. Choose the contact you created, click add and then ok
  8. Click more options
  9. Under Apply this rule if, scroll to The Message
  10. Select To or CC box contains this person 
  11. Select the Dynamic Distribution List and click add, then ok
  12. Finally click Save
